You are rarely born at the start of a planet's dasha. The 'balance' is how much of that first period remained at birth — we compute it from how far through your birth nakshatra the Moon had travelled.

Sub-periods. Each maha-dasha divides into nine antar-dashas (and those further still), so a 'Jupiter year' has a Saturn sub-period, a Mercury sub-period, and so on — each colouring that stretch.
